POSITION SUMMARY:

Manages and provides coordination for all daily operations of the Project Work Order (PWO) Program within the Stuttgart Installation Management Services Contract. Coordinates the development, initiation, execution and completion of approximately 100 sub-contracted small to medium sized projects annually. Project Work Orders average 90 days in duration and $35,000. Some are as small as $3,500 and some as large as $250,000. Serves as primary Point of Contact between Vectrus and the Government's Project Work Order Contracting Officer's Representative. Responsibilities include receiving Scopes of Work from the Government, meeting with the end-user requestor to refine the requirements, publishing Requests for Quotations in coordination with the Vectrus Procurement Office, receiving Quotations, and preparing proposal packages to submit to the Government within a 20 day period. Once the Government awards a Task Oder to Vectrus for a PWO, coordinates the project start-up, customer daily relations, subcontractor relations, contract changes, and program reporting. Demonstrates a high level of analytic skill managing multiple tasks and a sizable number of simultaneous projects involving a broad range of scopes of work.

MAJOR JOB ACTIVITIES:

  1. Solves complex technical, administrative, and managerial problems. Displays excellent customer relations and interpersonal skills and has experience with all aspects of project management (i.e., technical, contractual, administrative, financial).
  2. Maintains required technical and financial reports to show progress of projects to the Vectrus Contract Project Management team and the customer, and organizes all project work.
  3. Coordinates quality assurance (QA) for all project activity, and oversees the successful completion of all assigned tasks
  4. Accountable and responsible for all administrative work related to PWO and ensuring the documentation is always current and correct; includes updating Project Work Order tracking sheet and ensuring all work is completed appropriately.
  5. Manage and direct the daily execution of multiple projects within contract requirements to assure that cost, schedules and performance goals are met
  6. Lead all meetings and the integrated product team (project kick off through project close and acceptance by the Government)
  7. Provide interface, communication and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities
  8. Participate as a team leader on bid and proposal activities. Insure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals.
  9. Represent Vectrus Contract Project Management at project reviews and meetings
  10. Prepare for and participate in contract/subcontract negotiations. While representing Company's interests, assure that all government regulatory guidance is adhered to.
  11. Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, and purchased services. Report program status to senior management bi-weekly.
  12. Formally identifies, assesses, monitors and mitigates risk throughout the program life cycle. Obtains management approval prior to making decisions that will cause deterioration of established program, cost and schedule objectives.
  13. Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.
  14. Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
  15. Assure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (i.e., federal acquisition regulations).
  16. Assure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded.
  17. Develop and execute program corrective action strategies.
  18. Develop and understand principles of program planning (i.e., developing a Bill of Materials and Basis of Estimate).
  19. Understand cash flow management principles.
  20. Support, communicate, reinforce and defend the mission, values and culture of the organization.
  21. Requests and coordinates Hot Work Permits, Digging Permits, and outage requests with direct customer, DPW and signal or other organizations.
  22. Other contractual administrative duties as assigned.

MATERIAL & EQUIPMENT DIRECTLY USED:

Able to use all MS Office programs. Must possess a valid drivers license to drive to customer appointments.

WORKING ENVIRONMENT:

Work is generally in different locations daily and requires significant flexibility. There will be times work is in an office environment. However, duties may require unplanned quick assignments to travel in the local area to different installations in the Stuttgart area.

PHYSICAL ACTIVITIES:

Work may require continuous sitting, walking, and standing. Must be able to push, pull and carry up to 50 lbs.

MINIMUM QUALIFICATIONS:

Education/Certifications: Bachelor of Science, preferably engineering, OR Foreign Country Equivalent, OR documented five (5) years of experience in Project Management and facility operations, preventive maintenance, repair, construction services, and equipment preventive maintenance and repair. Experience may be substituted for educational requirements.

Experience: At least 2 years of experience as a manager of multiple projects being executed simultaneously. Ability to correctly identify required maintenance, define project requirements, and relay any findings in writing (preferably) and/or orally in a way that employee understands requirements.

Skills: Must read and write in English at the proficiency level 4 - IAW LEVEL 4 Fluent. Required to possess a high degree of proficiency in both written and spoken English, including the ability to translate the host country language into precise and correct English, and English into the applicable foreign language. On occasion, an employee at this level might be expected to act as an interpreter in situations where considerable importance attaches to proper word meaning.
